Access & Awareness is a definitely a hurdle to getting more refs
Livewire Calgary is covering the KidSport Calgary initiative where they are working with the Calgary Minor Soccer Association and Hockey Calgary to introduce more youths to sport officiating.
I feel programs like this should be copied in other areas and be held multiple times through a season. This tied with other initiatives like enforcing codes of conduct and peer mentoring would go along way in addressing the referee shortage.
